12463 -- Repeat analysis step does not repeat if step put in separate thread

If a step is placed in a separate thread and it contains a repeat analysis, the step will not be repeated. If the step is placed in a procedure and in a separate thread, the repeat works.

This is correct behavior and a Warning is added to 3.3.1 for this case.
