11630 -- Commands fail if client and chassis are very distant

The refreshLearnedInfo command works when sent to a local chassis, but not to a physically distant chassis.

The issue occurs when there is significant communication latency, as when there is a large distance between the chassis and client, for example chassis in USA and client in India. This issue is not reproducible if both chassis and client are in the same network in the same geographical area.
