14363 -- 'sequence start' command OK in interactive session but not in execution

The 'sequence start' command works fine in the interactive session but fails in test case execution with following error:stcerror in perform: Failed to start Sequencer

Failed to start sequencer
Spirent added previously-incorrect validation code to sequencer commands. As a result, 'sequence start' became incompatible with previous versions.
