14652 -- New behavior for OIDs that are not in the loaded MIBs

Support for unresolved OIDs has changed. This applies to entering an OID string in the SNMP browser address bar when the associated MIB file has not been loaded. The previous behavior was always to send a GET, which works for scalar nodes, but does not allow the user to 'explore' the agent by entering an OID and seeing any sub-nodes via a WALK.

The new behavior is:
if the OID ends in '.0', send a GET request for the expected scalar MIB node,
else , 'walk' the agent's MIB tree, starting at the specified node. All child nodes are displayed.
