16398 -- iTestRT and Japanese characters

Executing a testcase that generates a message with Japanese characters (for example, an analysis rule message):
-- Works correctly with itestcli.
-- With itestrt, the same testcase has incorrect characters in the Japanese message.

Workaround:

On Japanese computers, edit "itestrt.bat" to remove the following line:
-Dfile.encoding=UTF8

(The line affects the way Windows computers display the characters in the console. Once the line is removed, the Windows console displays characters using the default locale set on the machine.)
